his own business. Billy Anderson was working in Gulfport,
Mississippi last year when Katrina devastated the Gulf
Coast. After losing everything, he moved back to Coleman
and, on October 2nd, opened Anderson Collision Center at 110

Historical Commission Hears Book
Review
10/30/2006 (by Tex Wright)
Saturday a large
crowd including friends, Historical Commission members and
relatives gathered at Heritage Hall in Coleman to listen to
Eva Antonio "Tony" Smith Calk review her book "As I
Remember". Chairman of the Coleman County Historical
Commission, Bill Shields of Novice, introduced Ms Calk to
the audience.
Ms. Calk started off by stating, "I’m not sure what
happened. I wrote my autobiography and now every one wants a
copy". As Ms Calk spoke of the events in her life,
daughter Ann Storm assisted by reading related items from
the book, some humorous, some serious, but all very
interesting. Ms Calk, who was born near Silver Valley in
Coleman County December 14, 1909, ended her program
commenting that she was still keeping house for herself and
"In about two weeks I'm going to Hawaii".

Fall Foliage, Coleman County Style
10/29/2006
Coleman County is
probably not the first place one thinks of when it comes to
a Fall foliage tour. But, if you stop and look around, the
changing of the seasons has beauty bursting out all over,
right here in our own backyard. This year, the colors seem
even more brilliant than before.
The photo shows some beautiful red and orange leaves on
trees on U.S. Highway 84, near FM 702, which is the Novice
turnoff in northern Coleman County. Nature is putting on a
beautiful show this year, take time to enjoy it!

Hospital Board Recognizes Employee
of the Quarter
10/29/2006
(submitted by Sue Titsworth)
The Coleman County
Medical Center Board of Directors met in their regular
meeting Thursday evening at 5 o’clock in the board
conference room of the hospital, with four directors
present, and addressed a lengthy agenda.
In the first order of business, Richard Easterling, who is a
radiology tech, and computer tech, was recognized as CCMC
Employee of the 4th quarter.
Board president Mark Griffis presented Easterling with a
Certificate, a day off, and a check for $100.00.
Billy Paul Casselberry addressed the board members
concerning the building and property insurance, going over
the various coverage's provided under the policy. Several
questions were asked of Casselberry concerning the
coverage's, but the board chose to wait until the full board
was present before making any changes in coverage. Board
members did approve the renewal of the Directors, Officers &
Trustees Insurance policy.
CEO/Administrator Douglas Langley gave the financial report,
stating that the fiscal year, which ended on September 30,
2006, reflected a positive bottom line. The audit process
will begin around the first of November, so the final audit
report will be presented to the public at a later date.
Director of Nurses Melissa Gober presented the Quality
Assurance report to the board, stating that all departments
are showing a high degree of accuracy in their work. Gober
also presented the Medical-Surgical manual to the board,
advising the board that this was only one of the eight
manuals in the nursing department.
In other business, the board approved the Patient Transfer
Policy, and also heard a presentation from Kevin McMahon of
Edward Jones on the 401A plan.
Due to the Thanksgiving holidays, the next regular meeting
of the CCMC Board of Directors will be the first week in
December.
Coleman County Medical Center
Recognized by ORCA
10/29/2006 (by Sue Titsworth)
The Office of
Rural Community Affairs (ORCA) honored Coleman County
Medical Center as one of 47 grant recipients from the South
Plains area recognized at the West Central Texas Council of
Governments meeting in Abilene last Wednesday.
ORCA presented a total of more that $5million in grants to
these recipients between September 1, 2005 and August 31,
2006. During this time period, CCMC received a $50,000
Capital Improvement grant to upgrade one of the hospital
Elevators, a $9,280.00 Small Hospital Improvement Program
grant for updating Medical Records coding, and a $6,000 EMS
Enhancement grant which helped pay for Paramedic Classes for
two EMS employees.
As the state agency dedicated solely to rural Texas, ORCA
makes the broad resources of state government more
accessible to rural communities. ORCA was created by the
77th Legislature to facilitate and focus the State’s health,
economic development, and community development programs
targeting rural communities in Texas. The agency ensures a
continuing focus on rural issues, monitors governmental
actions affecting rural Texas, researches problems and
recommends solutions, and is a coordinator and provider of
rural-focused state and federal resources.

Gouldbusk Homemakers Club Holds
Meeting
10/29/2006 (submitted by Lynn Corbett)
The Gouldbusk
Homemakers Club met at the home of Harvard and Danella
McBrayer on October 12th at 1:30pm. We had a good turn out
for the meeting.
Among those present were: Virginia Jamison, Deborah Yates,
Danella McBrayer, Pat Pool, Sue Ragsdale, Vicki Stewart,
Berva Dawn Taylor, Dean Lanier, and Lynn Corbett. After the
meeting was called to order and the prayer, creed and
pledges to the flags were recited and we had roll call. This
can be a very fun time or very insightful depending on what
we get to share during roll call. In a recent meeting we
found out that almost half our members least favorite thing
to do is talk on the telephone, now who would have guessed
that! During this roll call each member had the chance to
tell the group about a scary experience they had had. It's
amazing the variety of experiences that were shared.
We discussed the Fiesta de la Paloma craft show that we had
organized and ways it could be improved for next year. We
also discussed the upcoming Holiday Fair that will be taking
place on Saturday November 11th at the Catholic Church on
San Saba in Coleman. We hope community support will be as
good as it has been in years past. We will of course be
cooking lunch for the community. This is one of our
fundraisers. One of the uses we put this money to is
providing a scholarship for one or two college bound seniors
from Coleman County.
We broke for refreshments provided by Danella, they were of
course delicious, and this gave us a chance to socialize
with each other before we adjourned to the carport for a
craft activity. It often amazes me what creative things one
can make with just the simplest of supplies. We made candy
dishes out of Folgers coffee cans, wire, beads and paints.
If you would like to get to know your neighbors, help
organize community events, and have fun all at the same time
we would love to have you join us. We will meet again
on November 9th at 1:30pm at the home of Mike and Lynn
Corbett near Mozelle. We will
have a presentation by Debbie Hailey as well as good
fellowship and food. So if you would like to attend please
feel free to drop by.
Construction Continues at FBC
Family Center
10/27/2006
This picture was
taken on Wednesday, October 25, of a large crane being used
to hoist beams in place in the First Baptist Church Family
Center on Colorado Street in Coleman.
As explained in an earlier article on colemannews.com, the
$1.2 million project is 15,217 square feet in size and will
house a kitchen, community room for public gatherings, three
education classrooms, a walking track and a gym outfitted
for basketball and volleyball. A sound system will also be
installed. It is the first building in Texas to use masonry
blocks called
Pentstar.
Save A Tree, Use a Machine
10/26/2006
Voting machines have been
common in larger communities for many years. In Coleman,
however, the machine only made its appearance recently,
taking the place of the old standby, an actual paper ballot.
When voters go to the Coleman County Courthouse to cast
their early vote, they can choose from three machines which
are set up in the main hallway on the west end of the
courthouse.
A worker from the County Clerk's Office is nearby to lend a
helping hand if you have any questions on how to work the
machine. In the photo, Doris Williams from the County
Clerk's Office answers a question.
Through Wednesday at 5:00pm,
323 votes had been cast.

afternoon, October 25th:
Case 1 - On Friday,

identified a suspect in the case. According to police, the
suspect was questioned and later confessed to the Bowen Drug
burglary. On Friday, October 13th, a warrant was issued for
Robert Brett Farley for burglary of a building. On Monday,
October 16th, officers of the Coleman Police Department went
to an address on South Clow Street where the suspect was
working to serve the arrest warrant. As officers pulled up
to the residence, Farley ran from officers, police say.
After about two hours the suspect was found hiding on West 2nd Street. The suspect was

October 9th, the Coleman PD was dispatched to 800 South
Pecos in reference to a burglary of a habitation. The
homeowner was in the process of moving into the residence at
the time of the burglary. Several items were taken from the

11th, police received information in reference to the items
that were stolen from 800 South Pecos. Officers made contact
with a female subject in the 800 Block of South Concho at
which time all property taken from 800 South Pecos Street
was recovered. Charges will be filed on the female suspect
at a later time.

Agriculture administers the Texas Capital Fund Program.
New CHS Gym Nears Completion, Under
Budget
10/24/2006 (Contributed)
The Coleman ISD
Board of Trustees met in their regular scheduled monthly
meeting Monday and considered several agenda items. The
board approved the textbook adoption committee to select
grades 6-12 mathematics books. On the committee are Diana
Dobbins, Kathy Turner, Denise Gayle, Brock John, Thea
Griffin, Jeannie Hubbard, and Chad Martin.
The board approved local district policy updates concerning
distribution of non -school literature and use of school
facilities.
In other action the school board approved monthly budget
amendments including some adjustments for equipment and
parking lot improvements at the site of the new gym.
Several informational items were presented to the board to
include the fall legal seminar in Abilene on November 8.
Board members Viki Hambright, Cody Norris, and Sue Sloan
plan on attending this seminar.
Coleman ISD recently received a cafeteria review audit from
the Texas Department of Agriculture Food and Nutrition
Division and Superintendent Young reported that the audit
was a good one with the staff working hard to prepare for
the audit. All cafeterias are required to participate in an
audit at least once every five years. Areas reviewed are
counting and claiming, eligibility certification, benefit
issuance, meal components/menu items, free and reduced price
process, verification, meal patterns, compliance, monitoring
responsibilities, and financial.
The gym project was discussed and the superintendent said
that we are getting close to completion. There are odds and
ends to finish up and a major cleaning will take place soon.
Young reported that an open house will be held for the
public soon.
Coleman Public Library Upgrade in
Full Swing
10/23/2006 (contributed by Kim E. Horne)
Have you seen the
Coleman Public Library lately? Wow! There are so many
exciting new projects going on inside and out! The Library
has been graciously awarded a grant from the MKB Foundation.
It was decided to use the money for an extensive expansion
project. Phase 1 of
this project includes a new Texas themed children’s library,
a new youth area, expanded genealogy section, an audio
section, updated kitchen, and bathrooms. It was also decided
that the Woodward room would be opened up for easier access
to those rare books. The Woodward family was so kind to
choose The Coleman Public library to house the books.
The expanded area will allow more people to view the books
that were once under lock and key. With hope of getting
another grant, the library is also upgrading furniture. The
new Texas themed children’s section will have age
appropriate, coordinating furniture. All of this is being
done in the annex building adjacent to the library. If you
will notice the outside of the annex building is also
undergoing a facelift. Chipper Anderson and crew (shown
below) have sized down the windows and put up a very nice
cedar wood front.
(shown
above left)
Phase 2 will begin
once Phase 1 is completed and money has been raised. Phase 2
will be in the building adjacent to the annex building (the
old fire truck makes it home there currently.) Phase 2 will
consist of bigger, more open and updated area for meetings.
This will also open into the children’s area for the purpose
of having more room for the summer reading area. There will
be a larger, shelved storage room for the library. The
outside of the adjacent building will be updated as well to
look like
the new children’s wing. There has been talk of
possibly creating an awning over these 2 buildings.
Like
everything else, “Rome was not built in a day!” Much more
money is needed to complete this costly project. In time,
with help of the community, the library will be finished for
the children of Coleman County to enjoy for years to come. I
invite you to stop in and look around. Ask questions. Take a
tour of the library. See all that your library has to offer.
Drop a donation in the bucket. I’ll leave you with this
quote:
I've traveled the world twice over,
Met the famous; saints and sinners,
Poets and artists, kings and queens,
Old stars and hopeful beginners,
I've been where no-one's been before,
Learned secrets from writers and cooks
All with one library ticket
To the wonderful world of books.

City Council Covers Busy Agenda
10/20/2006
The Coleman City
Council met Thursday, October 19. The following items were
reported in the minutes from the meeting.
* The Council voted 4-0 to accept the high bid of $12,500
from Kyle Wood to purchase about one-fourth of a city block
in the 900 block of South Pecos. The property includes three
metal framed warehouses. Bids of $4,255 from Robby Brooks
and $4,000 from Terry Langley were also received.
* The Council passed Ordinance 1067 on second and final
reading electing for the City to make current and prior
service contributions to the City's account in the Municipal
Accumulation Fund of the Texas Municipal Retirement System
at the actuarially determined rate of total employee
compensation. The motion carried 3 to 1 with councilman
Casselberry abstaining. Casselberry state that he was not
against the ordinance but would like for the city employees
to be paying their share.
* The Council approved and accepted on a 4-0 vote a report
from Sue Dossey of the Coleman Public Library regarding the
Lone Star Grant Plan of Action in the amount of $1,777.
Dossey said this was the sixth year for the grant and it is
mandatory to submit a plan of action and have it approved by
the Council. She hopes to purchase a staff computer and 35mm
microfilm conversion with the grant.
* The Council authorized on a 4-0 vote a Lease and
Performance Agreement between Coleman EDC and Filtration
Equipment and Supply. The new agreement will allow FES to
occupy a portion of the old Selkirk buildings currently
owned by the EDC. Roger Nelson, EDC Director, reported that
FES now employs 14 and are needing additional space. They
currently use 6,000 square feet, the proposed space would
give them 24,000 square feet. The proposed lease is for six
years. For the first two years the rent payment will be
equal to the rent, taxes and insurance payments they are
making now which is $640. At the beginning of the third
year, the rent increases by 10 cents per square foot to
$1,034 a month. In addition, FES is required to increase
total employment by five employees by the beginning of the
fourth year and add yet another five new jobs by the
beginning of the sixth year of the lease.
* The Council voted 4-0 to appoint Paul Wheat and Jesse
Mills, Jr. to the Planning and Zoning Commission.
Notes from City Council Meeting
10/20/2006
City Manager Larry Weise
reported on various projects to the City Council Thursday.
He said 1,800 feet of new 6 inch water main between 5th
Avenue and Columbus Street had been completed. City crews
were installing taps Thursday.
* Hail damage repair work has been completed at the Water
Production residence.
* Weise told the Council the Police Department is compiling
a procedural handbook.
* Weise told the Council he has not pursued a courtesy
dumping station at Hall's due to the City receiving a grant
for a Convenience Center in that same area. He felt that it
would be a policing issue and materials received would not
all be disposable. The Convenience Center will be located
north of Hall's Custom Processing on Highway 84 on the north
outskirts of town and will be open and staffed on weekends.
This will give hunters an opportunity to dispose of garbage
and plans are for the center to be open before hunting
season begins.
In comments from Mayor Nick Poldrack:
* The City received a thank you note from Wanell and Glenn
Thomas in regards to the new water line on West 2nd, they
have good water pressure now.
* Mayor Poldrack commended the Police Department and Keep
Coleman Beautiful on the good job they are doing in cleaning
up Coleman.
Another Follow-Up to the Coca-Cola
Sign
10/20/2006
When in doubt, ask
Ralph Terry and you shall
receive historical information. Our article on the Coca-Cola
sign seen on a downtown building during renovation work this
week has stirred some interest locally and from past
residents of Coleman. Ralph provides the following
information and picture of the building as it stood in 1911
and says there are actually three or four signs revealed on
the side of the building in question.
The building on which these signs are located is 121 West
Pecan Street. The building that would be built that would
cover the signs up was at 117 West Pecan Street, but this
building also included the little pocket stores at 115 and
119 West Pecan Street, from 1928 onward. The only time this
wall would have been an exterior wall and used for signs
would have been between 1909 and 1916. The rest of the time,
until about 1970, it would have been an interior wall and
probably plastered.
In 1909, the Howell Livery building was still at this
location. It was a frame building and the rest of this half
block was a livery stable yard and other small buildings.
Sometime between 1909 and 1911, the buildings to the east
and west were built, and the space now used as a parking lot
by the Coleman County State Bank was then used as a parking
lot, etc. In a 1911 photograph this side of the building is
shown with the sign for "Coleman Furniture Co." (See
photo at left) This sign was
on the front and wrapped around to the east side. It can now
be barely made out near the top front of the building. The
brick wall appears to be plastered. I feel the Coleman
Furniture Company sign was the first sign on the building,
as the building was less than 2 years old in 1911.
Sam Roach had a grocery store at this location about 1915.
One can just make out "S & Ro" ... this is the "someone and
Roach" grocery, but I am not sure who his partner was at
this time. He started in partnership with R. D. Kinney, Sr.,
then John F. Henderson, and last with H. M. Thomson. None of
these names fit the spelling pattern, however, if the letter
before the "&" is an "S." Sam Roach moved his grocery
store from West Pecan Street to the first block of South
Commercial Avenue. I believe the Coca-Cola Sign was painted
on the side of this building while the grocery store was at
this location, as the Grocery Store sign is centered with
the Coca-Cola Sign.
In the upper right corner of this side of the building can
be seen "I O O F." The second story of the building was used
as the lodge of the International Order of the Odd Fellows.
As the IOOF sign is on the east side of the building (and is
still seen on the front of the building), they would have
occupied this building before 1916, moving from their
original lodge home on the second story of what is now 116
South Commercial Avenue.
A concrete floor building was built on this lot before 1916.
The Howell Theatre (later Rancho Theater) was built here in
1928. It partially burned in 1967 and was removed sometime
after. I do not know when the fiberglass sheeting was added
to the sides of the building, but before 1974, when I
returned to Coleman, I believe. The metal was placed over
the fiberglass a couple of years ago. I also do not know if
the signs were visible when the fiberglass was put up, but I
feel that if there was still enough plaster on the walls,
the signs would not be noticed.
Thanks to Ralph Terry for his splendid historical work in
our community.
More on the Coca-Cola Slogan
10/19/2006
One of our readers
has e-mailed us with a little more information on the
Coca-Cola slogan referred to in the story below. His
research shows the "relieves fatigue" slogan to be used as
long ago as 1907. A brief search on the web by
colemannews.com revealed a web-site which shows the slogan
being used in 1910 while still another site also shows 1907
with the wording "relieves fatigue and calms over-wrought
nerves without undue stimulation". This is getting
better all the time!
New Mexico Photography Exhibition
10/19/2006 (by Marian Johnson)
Sher Dunaway,
Coleman/Arlington Artist, recently submitted photographs to
the Hubbard Museum of the American West and the Photographic
Society of Lincoln County Exhibition in Ruidoso Downs, New
Mexico. The 17th Annual Lincoln County Cowboy symposium and
the 15th Annual Fall American Photography Exhibition takes
place from November 3, 2006 to January 28, 2007. The Hubbard
Museum of the American West is an affiliate of the
Smithsonian Institution.
The exhibit allows submission into 4 categories: Landscapes,
People, Architecture, Ranching and Farming. All photos must
relate in some way to the general theme of "The American
West".
Sher’s expertise allowed her submission of photographs to
each of the categories. After the show is juried, those
photographs accepted will be notified and will hang in the
Museum through January 28, 2007. Good luck, Sher.

Have a Coke, It Relieves Fatigue
10/19/2006
In downtown
Coleman Wednesday, workers were taking down some tin off the
side of the building which many remember as the Foster
Miller Insurance Office, right across the street from
Coleman County State Bank. It is well known that bats
inhabit the area between the tin and the brick wall. As the
tin came down, the sign on the side of the building was
revealed, a big Coca-Cola advertisement saying that the soft
drink "relieves fatigue".

Leon Valley - Industrial Success
Story
Celebrating Four Years of Business in Coleman
10/18/2006 by Randy Turner
I had the
opportunity last Friday afternoon to visit one of Coleman's
largest employers, Leon Valley, Incorporated. LVI
manufactures livestock panels, gates, squeeze chutes, hay
rings and feed troughs. About 60 people are employed there.
"We bring in scrap and secondary materials of all different
shapes and sizes, cut the good out of it, and turn it in to
useable products", said Justin Kimmel, vice-president of the
company.
The company was purchased by Justin's father-in-law, Sid
Waynick, about 23 years ago in Carbon, Texas. Sid is the
company president. "They started with about six people and
went along there for several years and added what we call
our Top Hand division where we make squeeze chutes, roping
chutes and bucking chutes and it has steadily grown," Kimmel
said.
Products made in Coleman are marketed across the nation and
around the world. "We go through a dealer basis for pretty
much all of Texas and surrounding states where we sell
wholesale to primarily feed stores, lumber yards, places
like that," Kimmel said. Leon Valley also has a retail
company called Red River Arenas where they go directly to
customers around the world with arena packages.
Leon Valley being in Coleman is attributed to Bob Turner
who, in October
2001,
was Executive Director of Coleman Development Company. "We
contacted them for a long time before they decided to come
to Coleman. They had looked at several other towns (Breckenridge, Brownwood, Brady, Comanche,
and Abilene). I don't know how many times I bought them
lunch," Turner said
laughing. "They needed a building so I took them to the tile
plant which was owned by James Bishop. James agreed to a
lease purchase through the Economic Development Company and
helped get the building ready," Turner said. "I thoroughly
enjoyed working with them and I think there is a lot of
future in LVI," Turner concluded.
It took until October 2002 before LVI decided Coleman would
become their new home. "When we first started thinking about
going somewhere else (other than Carbon) it was only
intended to be a satellite company. We needed more manpower
to build a little bit more product. I got hooked up with Bob
down here and he really just got us everything we needed to
get started," Kimmel said.
All
the products are fabricated on site. A total of 17 welders
do the construction work. From there, the material is taken
through a painting process where everything is painted
green. Two large trucks and some short-haul trailers carry
the goods all across the country.
Friday
afternoon one of the large rigs was getting ready to haul a
load of panels to Shreveport, Louisiana.
So the next time you see a squeeze chute, livestock panel,
rodeo arena or gate painted dark green, chances are it was
made right here in Coleman by Leon Valley, Incorporated.

City Honors Mack Salas Upon
Retirement
10/17/2006
The City of Coleman recently hosted a retirement party for
Mack Salas. Mack began working with the City on March 21,
1990. He was honored last December with a service pin for 15
years of dedicated service to the City. His crew from the
Street Department, as well as numerous other co-workers and
friends, gathered to wish him well. He was presented with a
new fishing pole and tackle box since fishing is one of his
favorite pastimes. Mack will be dearly missed by his
co-workers and at the City.
Coleman Native, Dr. John McKinney,
Selected Indiana Superintendent of the Year
10/15/2006
DANVILLE
– Dr. John McKinney, superintendent of the Danville
Community School Corporation, has been named State
Superintendent of the Year for 2007 by the Indiana
Association of Public School Superintendents (IAPSS).
Dr. McKinney was born in Coleman to John F. and Betty Jo (Cross) McKinney.
He is a nephew to Nancy Golson McKinney of 112 W. Walnut in
Coleman.
Dr. McKinney served as Northwestern High School Principal
from 1980-1985, and as Assistant Superintendent of
Northwestern School Corporation from 1985-1987. He was a
member of Shiloh United Methodist Church.
Based on a peer review of qualifications and professional
accomplishments, Dr. McKinney was selected earlier this year
as District V Superintendent of the Year. With this newest
award, he becomes Indiana’s nominee for the American
Association of School Administrators’ (AASA) National
Superintendent of the Year Award, to be announced in
February 2007. “I am proud and humbled,” said Dr. McKinney.
“There are many fantastic education administrators in our
state, and to be considered among the best is unbelievable.
Though the award goes to the superintendent, it is merely a
reflection of the outstanding people who work for the
Danville Community School Corporation. I am very grateful.”
Dr. McKinney feels that DCSC is a very good school district,
on its way to becoming great. Test scores are good, but are
improving. Surveys reflect that our faculty, staff,
students, and community are very happy with the schools, but
challenge us to become better. “As a superintendent, I
couldn’t ask for a better group of administrators and
teachers,” reflects Dr. McKinney.

County Commissioners Hold Regular
Monthly Meeting
10/10/2006
Coleman County
Commissioners met at 9 o'clock Tuesday morning and took care
of the following business:
* Commissioners were in agreement with Leslie Hoelscher who
had requested that the Presbyterian Church in Talpa be torn
down. According to Jimmie Hobbs, County Judge, the building
is dilapidated, is a health and fire problem and has skunks
and rattlesnakes residing in it. Commissioners are waiting
on a final opinion from the County Attorney on this matter.
* The County signed the 2007 resolution for the Indigent
Defense Grant Program. The County spends approximately
$50,000 a year on attorney fees for county residents who
commit felonies, who cannot afford a lawyer and has one
appointed for them. By approving this resolution the County
is eligible to receive around $7,000 from the state toward
this program.
* Commissioners approved the quarterly statement of accounts
and paid the bills
* The board report from the M.H.M.R was also received
City Council Appoints EDC Members
10/10/2006
The Coleman City
Council met Thursday, October 5th and conducted the
following business as recorded in the minutes of the
meeting:
* First reading of Ordinance 1067, electing for the City to
make current service and prior service contributions to the
City's Account in the Municipal Accumulation Fund of the
Texas Municipal Retirement System. Larry Weise, City
Manager, explained that the maximum rate approved is 13.50%
and the City's municipal contribution, effective January 1,
2007, will be 14.13%. The motion passed 3 to 1, with
Councilman Bill Casselberry voting against it.
* The Council considered the appointment of Larry Robinson
and Stan Brudney to the Board of Directors for the Coleman
Economic Development Company, Incorporated for full three
year terms, starting on January 1, 2007. City Manager Weise
stated that the reason the City is stepping up to this is
because of the need for very basic planning with various
groups and to plug into momentum and get them to look at
various projects which will impact the community. Weise said
the board needs to be solidified in order to develop task
forces, etc. Mrs. Mercer, EDC member, stated she had several
other names to be submitted for these positions and
requested that the item be tabled until next meeting when
Mayor Poldrack was present. (Mayor Poldrack was absent at
the meeting, Mayor Pro-Tem Ray presided in his absence)
The bylaws of the Coleman EDC, Inc. state that any vacancies
be appointed by the Mayor and approved by the Council. Roger
Nelson of the EDC informed the Council that there are two
appointments in January 2007, January 2008 are Mercer and
Hubbard, January 2009 is one appointment of Roy Poage, two
positions which one is Council represented and CDC
representative. Mayor Pro-Tem Ray had no problem with
Robinson and Brudney being reappointed. Casselberry reported
that he had encountered a local citizen who expressed his
disappointment on two EDC members. Casselberry wanted to
wait until the Mayor was present to make a decision and made
a motion to postpone a decision and to have a list of
possible additional candidates for the Council to vote and
place on the next agenda. The motion was seconded by
councilman Cole. Casselberry wanted a news article for
additional names in case others were interested. James
Wright, CDC representative on the EDC board, stated that
delays is all that has been done and this is another way to
delay. He felt that personalities were more in play, could
not get two people to do the same thing and that their hands
were tied. Mayor Pro-Tem Ray reminded the Council they
needed to vote on the motion of which two were for and two
against. Due to the tie vote, Ray explained that the options
were to take no action, a new motion be made or the Council
has the right to replace each member on the board. Weise
commented that he has not encountered any negativity in
regards to the EDC, everything was positive and supportive.
He agreed with James Wright and recommended the
re-appointment of Robinson and Brudney. Mayor Pro-Tem Ray
stated that as Acting Mayor he is approving the appointment
of the two men and asked that it be put out for another
motion. Councilman Plummer made a motion for Robinson and
Brudney to be appointed to the EDC for a period of three
years, starting January 1, 2007 and be allowed to complete
their current terms of appointment through December 31,
2006. Cole seconded the motion, Casselberry abstained from
voting, there was a vote of 3-1, the motion carried.
* The causeway project at Lake Coleman was discussed. City
Manager Weise reported that the 750 ft. causeway is very
narrow. The City has two options to rebuild the causeway or
do nothing. It is possible to drill into the causeway using
the City's equipment and poles from the Light Distribution
Dept. Tx DOT might supply the pole and cable. Caution and
yield signs will be erected. This project will be done as
time, money and personnel are available. The signs would
cost approximately $350.00. Councilman Casselberry made a
motion that the Council approve the option to allow the work
be done at the causeway, Cole seconded the motion, it
carried 4-0.

Santa Anna Mayor Appointee Can't
Serve
Pro-Tem To Act as Mayor Until Next Election
10/3/2006
On Monday,
September 25, the Santa Anna City Council appointed one of
its own to serve as mayor following the resignation of Jean
Findley. Tom Bell was appointed but, as the Council found
out during the week, state law does not allow a sitting
councilman to be appointed mayor.
It was back to the drawing board when the Council met
Monday, October 2. They voted unanimously for Mayor Pro-Tem
Curtis Fellers to act as Mayor until the next city election
in May 2007. "We think it is in the best interest of the
city and its citizens", said John Morris, councilman. Morris
also told Colemannews.com that the Council hired a new
Director of Public Works. Sam Oswood of Brownwood will take
over the position held by Doug Watson who resigned at the
end of September. Oswood was already on the job Tuesday
morning. Watson, however, was hired Monday night on a
part-time basis to help the city oversee the water plant
until the new water line with the Brookesmith Water Supply
Corporation is operational. The Council also hired Lori Beal
as interim city secretary and filled a maintenance position
with Justin Watson who had previously resigned. The next
regular meeting of the Santa Anna City Council will be
Monday, October 9.
San Antonio Family Injured in Wreck
10/1/2006
A family of six
from San Antonio, in route to visit relatives in Abilene,
had their trip cut short Sunday morning after their vehicle
left the road and overturned in a ditch. The crash happened
about 7:00am 7.2 miles north of Coleman on U.S. Highway 84.
According to DPS Trooper Chris Delgado, the woman driving
the 2004 Ford Expedition probably fell asleep and drifted
off the east side of the road, then skidded sideways across
both lanes of traffic into the west ditch where the
Expedition ended up on its roof. Four of the six occupants
were wearing seat belts, two children asleep in the back of
the vehicle were not, Delgado said. All were taken to
Coleman County Medical Center for treatment of injuries
which were not thought to be serious, Delgado said. An 11
year old boy was transferred to Brownwood Regional Medical
Center for further examination of his hand, Delgado said.
Names of those involved were not immediately available.
